Declaration#1:

  • All countries should ratify, enforce, and evaluate the implementation of the FCTC by 2009;

Declaration #2:

  • At least three FCTC Protocols will be in force by 2009.

Declaration#3:

  • All governments will contribute resources and funding proportionate to their Gross Domestic Product (GDP), for the implementation and monitoring of the FCTC, and non-governmental and philanthropic organizations will provide substantive contributions.

Declaration#4:

  • The United Nations and its member states will include tobacco control in the Millennium Development Goals as part of the poverty reduction agenda.

Declaration#5:

  • Governments, academia, and civil society must not accept funding or participate in the tobacco industry’s youth, social responsibility, voluntary marketing, or other programmes.

Declaration#6:

  • All governments should recognize and collaborate with their First and indigenous peoples, new immigrant populations, and under-served communities to provide increased resources for tobacco use reduction.

Declaration#7:

  • The World Health Organisation should maintain tobacco control as a first level priority.
